Terrorists Only 32% Responsible For Actions, Says Jury

This doesn’t seem right:

A Manhattan jury said yesterday that the Port Authority of New York and New Jersey was negligent in safeguarding the World Trade Center before the first terror attack on the twin towers, the 1993 bombing that killed six people and injured 1,000. …

In order to reach a verdict, at least five of the six jurors had to agree. The jury voted unanimously that the Port Authority was negligent. It found the authority 68 percent at fault for the bombing, while the terrorists who carried it out were 32 percent at fault.

The Port Authority was TWICE as responsible as the terrorists?

Even though their security consultants said that a car bomb in underground parking lot was one of the most significant risks facing the WTC … twice as responsible?

    Well, the Port Authority was 34% responsible for not deploying a plasma force field shield around the buildings plus another 34% for not inventing said plasma force field shields before hand.

    Also, Senior Admin Official, you make a pretty big leap of logic when assessing the balance of the 32% blame to the terrorists. Don’t forget the airlines, the people who build the airplanes, Expedia, Orbitz, etc. When it comes to it, the terrorists may end up with just 1-2% of the blame. More importantly, since they are not deep pockets why blame them at all?
