Notwithstanding the partying that goes on by visitors on Canal Street, perhaps this driking culture is a part of New Orlean’s chronic problems. It’s hard to get a job when you’ve been drinking all day and look like it.

For the record, drinking in public is part of the New Orleanian cultural heritage. I, for one, was shocked when I went to college out of state & found that in the rest of the country folks look at you funny if you sit on your front stoop & have a beer. (And, let’s be honest here: some of the folks who were evacuated in the aftermath of the storm have been drinking on the Fed’s dime for generations…)
